Abstract

This paper describes the characteristic elements of two countries’ biobank projects ‒ Iceland and Estonia ‒ and the necessary conditions for their creation. Furthermore, it analyses the political, medical and economic interests linked to biobanks in the framework of individuals' rights and of the State. Finally it assesses the bill seeking to create the first National DNA biobank financed by the Colombian State, identifying its weaknesses and its possible repercussions on the Colombian society.
