Abstract

In the 1980’s, the Brazilian government adopted a liberal public policy model, the Tax Deduction Law. With time the policy concentrated most of its economic resources for cultural production to two major capitals: Rio de Janeiro and Sao Paulo. Other than not using the resources efficiently, before the policy, the goal was to get locals to learn how to operate the bureaucracy that involves the mechanisms necessary for the law, to then become cultural producers. In Campos dos Goytacazes, a major oil city, the abundance of financial sources is not reflected on the municipal budget of culture.
