This article aims to examine the advances and challenges faced to put the new national policy on alcohol and drugs (National Antidrug Office) in practice, mainly with regard to changes in the understanding about the role of repression and prevention in the context of this issue, in view of the dichotomy between Public Safety and Public Health needs.
