Robert A. Dahl is one of the most important American thinkers of the 20th century, writing about democracy and political science in a turbulent time after World War II. The author brings in his writings the definitions of the concept of modern democracy and establishes a new way of conceiving the democratic ideal, a form of government that he describes as Polyarchy. The author is very critical of social theorists and appears to be very sensible in his analyzes free from ideological tendencies. The present work aims to describe the way Dahl thinks about democracy, describe his democratic ideal of Polyarchy and critically compare Dahl's thought with the liberal and neoliberal ideas of the 20th and 21st centuries. The present study is based on exploratory research, with bibliographic analysis based on data collection on updated scientific material on the topic. Descriptively forming a basis for those who intend to study the concept of democratic freedom.
