The main goal of the paper is to understand how the process of strategy formation at a private HigherEducational School (HES) is related with multiples interests that are established between the HES and the governmental regulation. The theoretical discussion conduct to the understanding that this articulation may be clarified when is considered that the relation between the maintaining and the maintained of the HES, theprocess of strategy formation is polarized at the continuum between the emergency and the deliberation(Mintzberg, 1978; 1988; Mintzberg; Waters, 1985) involved by the institutional isomorphism (DiMaggio;Powell, 1983) that is motivated by the governmental regulation. In way of empirically legitimate thisdiscussion, it was realized a qualitative case study (Yin, 2001; Triviños, 1987) at a private HES. Data werecollected via triangulation (Jick, 1979) and submitted a thematic contend analyses (Bardin, 1977; Minayo,2001). Results signalizes that the articulation of multiples interests with the governmental regulation conductthe process of strategy formation at the HES to a logic typically formalistic (Riggs, 1964).Downloads
