Abstract

The process of proceduralization is increasingly relevant in Brazil, both due to the post-dictatorial democratic yearnings, transparency and respect for fundamental rights, and to the creation of an institutional environment guided by legal security. The federal administrative process law is a milestone in this theme, establishing general guidelines and a principiological basis, without harming the administrative autonomy of sectoral regulation and of other federal entities. Principles, as interpretative and teleological guidelines, are a key element of this phenomenon. Despite the doctrinal effort, this article seeks to systematize the principles of the administrative process, based on the general principles of process with the constitutional principles of Public Administration, presenting its content individually, which are: the broad defense, the contradictory, gratuity, transparency, officiality, mitigated formalism, isonomy, good faith and the protection of trust and reasonableness.
