Abstract

The objective of this paper/article is to analyze the environment for innovation in public organizations of the State of Minas Gerais, from the perspective of managers involved in strategic projects and institutional arrangements aimed at innovation. To this end, it analyzes the factors that influence innovation in the public sector, identifying critical factors to be prioritized by the innovation policy of the State, in order to improve it. It was found that the degree of the presence of these factors is generally low, though managers have assigned high importance to them. There was also a difference of opinion between managers by hierarchical level as the importance and presence of these factors.
