Abstract

The article examines the difficulties encountered in the process of composition of R & D projects portfolio in a case where the invested resources come from public funds. The research found three main difficulties: the possible non-existence of industry demand in areas where resources were approved, causing imbalance of the portfolio; the industry demand for rapid response prevents a closed list of proposals at the time of selection, forcing a steady stream of proposals; the bold technical goals requirement by the government - in this case, a patent filed for every two executed projects - which puts the administrator of public resources in a situation where he must select the best balance between risk and probability of success, besides making it impossible to capture the innovation value through trade secrets.
