This paper presents a dialogue between the assumptions of communication and education aimed at empowerment and emancipation proposed by educator Paulo Freire and the Legal Framework for Early Brazilian Childhood, Law n. 13.257/2016, aimed at children from 0 to 6 years of age, and which among many rights, elected the right to communication as a universal human right and core for the development of new narratives, citizenship and emancipation of children who come to understand themselves as subjects of rights aware of the values of participation, protagonism and belonging in a normative and pragmatic environment for the exercise and consolidation of political actions.
