Abstract

This paper presents a dialogue between the assumptions of communication and education aimed at empowerment and emancipation proposed by educator Paulo Freire and the Legal Framework for Early Brazilian Childhood, Law n. 13.257/2016, aimed at children from 0 to 6 years of age, and which among many rights, elected the right to communication as a universal human right and core for the development of new narratives, citizenship and emancipation of children who come to understand themselves as subjects of rights aware of the values ​​of participation, protagonism and belonging in a normative and pragmatic environment for the exercise and consolidation of political actions.
