From the center to the provinces: elites and the legislative power in 19th century Brazil

Abstract

This article focuses on the Brazilian National-State building considering the institutional arrangement created by the "Ato Adicional" (Additional Act) which determined the central and provincial government competencies. Immersed on tensions among those two instances of power and on conflicts of interests that divided the regional elites, that process found in the Imperial Parliament one important arena of negotiation. By reconstructing the Parliament's debates on topics such as retirement and tax legislation, among others, the author analyses the role of the Legislative Power to level the national and regional interests.
