Abstract

This essay discusses a few examples of governmental measures adopted by the Brazilian Republic Presidency after the dismissal of President Dilma Rousseff in 2016, indicating institutional setbacks regarding gender equality policies in a context of political conservatism that jeopardizes the effectiveness of women’s social rights. In the previous decade, advances had been made in the struggle against gender and racial inequalities, especially through the intersectoral policies promoted by the National Secretariat of Women’s Policies (SPM) and the National Secretariat of Racial Equality Policies (SEPPIR), which have been undermined by the ministerial reform carried out by Michel Temer, who changed the administrative organization of the State, subjugating the competences and structure of the specific cabinets to the Interim Justice Ministry. A conservative blueprint has been present since the composition of the provisional government, with the tendency to lower such thematic areas. Observing these movements, this essay comments on, without scientific pretension, signs of dismantling women’s rights and gender equality policies over the past two years, with substantial losses compared to the previous period and low expectations of recovery since 2018 elections.
